Resident Engineer/Project Manager
Consultant Engineering, Inc. (CEI) is seeking qualified candidates for an experienced Resident Engineer/Project Manager to perform construction management/contract administration on behalf of public agencies for highway construction projects statewide and other duties as assigned. The ideal candidate must have State of Arizona Registration as a Professional Engineer in Civil Engineering, or eligibility for reciprocity in the State of Arizona, demonstrate progressively responsible experience in supervising and managing, and possess 7 to 15 years of experience in highway construction or related civil engineering discipline. Good communication skills and demonstrated ability to build and maintain business relationships with public agency clients are necessary. Position Description:
Under the direction of a Senior Resident Engineer/Project Manager, the successful candidate will supervise, administer, coordinate and direct the activities of multi-disciplined, cross-functional employees assigned to a task or project; compose text and assist with preparation of firm proposals for work with public agencies; present firm qualifications and/or project information to large and small groups of people; establish and maintain client relationships and seek out new clients for construction administration opportunities.
The majority of responsibility for the successful candidate is to administer construction contracts on behalf of public agencies, including assisting with contract preparation, interpretation of project specifications, reviewing and approving contractor submittals such as material shop drawings, traffic control plans, and material mix designs, review and approve material testing results, provide written and verbal direction to the agency’s contractor, maintain project files, review and sign daily diaries from project staff, provide independent cost analyses, negotiate and coordinate contract changes with agency and/or contractor, develop cost proposals for agency review and approval,
Knowledge, Skills and Abilities:
Knowledge of principles and practices of civil engineering as applied to the construction of highways statewide; interpretation of agency standards, policies and procedures; and ability to manage multiple tasks concurrently. Must have skills in managing and directing the resources of multi-disciplined teams, effective oral and written communications, analytical and interpretive tasks, negotiating, project management, conflict resolution, teamwork/team building and employee motivation. Must have ability to communicate clearly and concisely to a wide variety of agency, public, and firm representatives; represent the firm and/or the agency in a positive manner; deal with sensitive issues with diplomacy.
Ideal Candidate:
Must have State of Arizona Registration as a Professional Engineer in Civil Engineering or eligibility for reciprocity in the State of Arizona; Progressively responsible experience in supervising and managing. Management experience should include responsibility in such areas as budgeting, personnel, planning, and supervision of professional and technical staff; Experience in a variety of highway activities that provide a working knowledge of applicable federal regulations, applicable state laws, engineering standards and specifications.

Individual should have at least 10 years relevant experience in the management of DOT roadway design projects. The positions require technical expertise in roadway and highway design, as well as willingness to supervise and mentor junior engineers. Engineering duties include scheduling and planning engineering work, direct contact with clients and staff members on advanced design projects, and developing contract plans, specifications and bid estimates.
DUTIES AND RESPONSIBILITIES- Assist the Transportation Design Group Manager on municipal transportation and roadway project activities, including development of work plans, project scopes, schedules and budgets.
- Lead project team in analysis and performance of complex design procedures.
- Verify use of proper codes and standards by engineers on projects.
- Coordinate, supervise, and review the work of other engineers and technicians and provide mentoring and assistance on projects.
- Assume responsibility for successful completion of projects.
- Requires BSCE degree with emphasis in roadway design
- Arizona P.E. license or eligibility for reciprocity in Arizona
- Minimum of 5 years of roadway design experience
- Experience in design and analysis software (AutoCAD, MicroStation, InRoads)

Resident Engineer
Acts as a project engineer performing a variety of engineering duties in the areas of highway location, design, maintenance, traffic engineering or construction; may act as supervisor for lower level staff assigned to the work unit. Exercises considerable independent judgment within general ADOT standards and guidelines.
Examples of duties: Supervises or inspects highway construction on an on-going basis to assure compliance with contract and in accordance with State and Federal standards. Inspects and examines Engineering Project Records, Field Notes, Computations and other Documentation to assure that methods of measurement and basis for payment are in accordance with project requirements, specifications, special provisions, and extra work orders. Reviews construction plans and verifies that these are in accordance with designated specifications and other requirements to include calculating of land areas, using geometric and trigonometric computations. Prepares completed work estimates to determine the compensation due the contractor. Attends work unit staff meetings, gives and receives information; participates in problem solving and decision making. Supervises and/or inspects all work activities involved in construction projects, including survey, laboratory, and quality control work. Recommend approval of proposed project changes.

Traffic Engineer/Project Manager
Acts as a technical specialist performing a variety of engineering duties for a major work unit project or program within the Intermodal Transportation Division of the Arizona Department of Transportation. Examples of duties which may be assigned are as follows:
- Functions as Project Manager for HES projects. Coordinates Traffic Engineering involvement on other ADOT projects. Acts as project liaison on assigned projects.
- Reviews construction plans and verifies that these are in accordance with standard specifications and other requirements. Verifies constructability of plans.
- Confers with consultant technicians, and other engineers regarding plans, specifications, estimates and legal requirements.
- Prepares or reviews Traffic Engineering Policies, Guidelines, Procedures, Standard drawings, manuals and specifications.
- Attend project development, and public meetings as requested.
- Other duties as assigned.
Skills/ Requirements
- Knowledge of the practices and principles of civil engineering as applied to traffic engineering, planning, location, design, construction and maintenance of state highway systems.
- Knowledge of and experience with the Manual of Uniform Traffic Control Devices, AASHTO Policy on the Geometric Design of Highways and Streets, the Highway Capacity Manual and other related documents.
- Knowledge of the design and applications of traffic signals, signs, pavement markings control during construction and highway illumination. Ability to optimize traffic signal timing of isolate intersections, corridors and interchanges.
- Knowledge of Federal and State statutes and standards and the parameters and guidelines for their use.
- Knowledge of FHWA and procedures.
- Skills in analyzing a wide variety of traffic engineering data. Traffic safety analysis and before and after evaluation.
- Skilled in computer use.
- Skilled in oral and written communications such as letters, memos, technical reports, e-mails, and presentations before large and small groups in both public and private settings and scopes of work.
- Skills in developing and implementing standards, procedures and priorities for work assignments.
- Skills in interpersonal relations such as working with other agency staff and representatives of other jurisdictions or consulting firms.
- Professional Engineering registration is preferred.
