Team Work Results in a BIG Win With Town of Gilbert

In February 2007, the Town of Gilbert drew up a short list of firm finalists to interview for the PM/CM Services for Higley, Recker and Williams Field Road Improvements project. John Patterson, Barry Brown, Vaughn Bennett, Wes Scatena and Carlos Lara interviewed with the Town. CEI was selected the most qualified firm, resulting in the award of this $68 million CM@Risk project. CEI, as prime consultant together with Tristar, offered Gilbert a highly talented team.

Gilbert, Arizona was selected by Money Magazine as number 16 of the top 100 best places to live in America. This rapid-growth community is planning strategically to manage the dynamic momentum they are experiencing. Gilbert expects their extraordinary growth to continue in the years to come and the Town is being proactive in preparing for the challenges that lie ahead, directing today's actions to provide for the future generations.

CEI is proud to be a part of Gilbert's improvement projects. The estimated $68 Million budget actually encapsulates two separate projects from the Town of Gilbert's 2006–2011 Capital Improvement Program. The allocation of funds to be disbursed are: $4 million for right of way, $10 million for utility relocations and three railroad crossings, $5.8 million for design fees, $3.8 million for PM/CM services, and $44.4 million in construction costs.

CIP Project ST062 improvements are on Higley Road from Williams Field north to the Union Pacific Rail Road (UPRR) and south approximately 660 feet, (UPRR) and on Williams Field from 1,300 feet west of Higley to the UPRR or 1/4 mile east. Higley and Williams Field are both classified as major arterials having four 11-foot lanes, two 12-foot lanes, two 5.5-foot bike lanes, a 15-foot median and detached 6-foot sidewalks. Presently, the County has committed $682,000 to this project.

CIP Project ST095 is on Williams Field Road from the UPRR to Power Road and Recker from Ray Road to the UPRR. This segment will have two 11-foot lanes, two 12-foot lanes, two 5.5 foot bike lanes, a 14-foot median and detached 6-foot sidewalks. The change in classification for Williams Field Road from major to minor arterial in the Recker Road area is based on an agreement with the developers of the Cooley Station Residential General Office and Shopping Center from Wade Road to Power Road.

Currently, CEI is meeting with the Town to negotiate the final contract. The estimated start date is May of 2007 and will be a 2.5- to 3-year project. Aztec Engineering was selected by the Town to design the project and will work closely with our project managers. Tristar will be a subconsultant to CEI on this project.
